One thing Chicago has is their aldermen/women. They are closer to their community and have better insight on what the people think, need, and know what to do. IMHO Homan and Trump have similar methods. Put out a strong threat to get action. Being ready to sit down and talk to get things done. Apparently the mayor and governor still want to fight.
