That vault would belong to one of two men. One who has many enemies or one who operates a Protection Detail company. That gear and weaponry would be enough to arm and gear a good sized force of SF or EF. Special Forces or Elite Forces. They don't waste Thermal grade gear on just normal workers. Usually the best of the best get the best gear available.

Dude, it’s called Breaching Procedures. When breaching a property you always take an assortment of tools to get into whatever you need to get into or defeat any security devices. Some, depending on the level, even include controlled explosives. Typically one person is given the job of Breacher and is the one to carry those tools and the primary one to physically breach the door etc while others cover them.
