No, he is Elliott Hanna. Victoria Palace Theater. West End, London. September 2014.

It's Elliott Hanna. This was shot a few years after Tom Holland played the role. (Though if you watch the full thing, they bring all the former Billys out on stage, and you can briefly glimpse Tom Holland there.)
