Charging should be done in a gas/vapor form until the refrigerant saturated temp is above 32°. At that point, you can send it as a liquid. With the pumps running and /or the water was drained.

When you start y, you reduce torque by putting half the voltage on the windings that they see on main voltage in delta config. Right?

If you have Y/delta starter your motor is not Y or delta. It is simply 12 lead motor. Otherwise you wouldn’t be able to use that starter.
