China proper is pretty big. Includes all of what he calls "the west" that does not include Tibet, Inner Mongolia, and Sinkiang plus all of what he calls "the east". Thats about a million square miles. But youre right even that is only about a third of the almost four million square miles of all of China. The remaining three million is sparsely populated by the minorities in question (Mongols, Tibetans, Uighurs). Actually inner Mongolia is mostly Han Chinese now.
