How can all the inventory possibly be cleared, that is something I do not understand. There are enough empty homes for the population for France, something like 1 home for every 4 people in the country and a declining birth rate. They simply can't just knock down some complex that is even 10% vacant as people already reside there. A generation to clear the backlog, would that not have to be reflected by increasing birth rates? The wealth is gone, sure all that can be done is to eliminate the debt within the system through nationalisation. Knock down the vacant units and complexes, create jobs through demolition, and create more jobs by redeveloping or reassigning the land, or simply turning into green zones.

How can you sue the company? Where was the fraud proof that the company did that to you specifically? If the company is owned by prominent CCP officials, the judge may even rule that your continued lawsuit is both harassment and reputation damage, thus you could be fined and jailed for that. Depending on the corruption in that city and province, getting jailed is expensive to you since you have to pay for that and food you consume in jail. If you have no money, then you'd better hope that friends and family pay for your jailing costs. If you don't have friends and family to help you, then you can pay jail costs with participation in labor, medical experiments, or sell something personal to you. Super personal. Right?

That's a brilliant scam. If the victim signs the contract she's in trouble. A judge aware of this scam should be able to say, "oh, it's okay, she just has to forfeit the down-payment."

In the US, the "boyfriend" helps his "girlfriend" get 2nd, 3rd or 4th refinance of her property then disappears with the extra money. This leaves the balance on the home higher than what it can sell for. When she can't make the increased payments, the bank repossesses the home.

The scammer is the developer. The bank gave the money to the developer and the chick got the mortgage under her name only. The apartment unit value was inflated to cover the “down payment.” This is very very smart.

Government fault (again). For years they limited families to 1 child and that was usually a male while exporting/selling female babies worldwide... Now lots of lonely , single men. Not much family growth there.
