This is the Chinese numbers station ENIGMA ID M95. M95 is not a traditional "spy numbers" station, it is probably military related but the purpose behind it has never been confirmed.
M95 is typically active on multiple frequencies, during its periods of activities. It has a loose schedule, with start times being inexact and only roughly defined. It does typically transmit several times a day. Most often it is found on at least 3 different frequencies when it is active. In this case it was transmitting on this frequency, 9153 kHz, and was also simulcast on 7553 kHz and 4243 kHz.
In this case the Morse code is on 9153 kHz (center freq, or zero beat), but as I am using the receivers USB mode to demodulate the Morse I have tuned the radio to 9152 kHz, in USB mode.
The M95 signal is associated with two other signals, a voicesister signal, known as V26, and a digital signal, Chinese 4+4 modem format, known as Q26. All three signals carry traffic with similar formats.
