We'd love to, but we have limited resources, plus we're not from Taiwan - and we won't be authentic. We want to keep ourselves HSK-focused, at least for now. I'm sure in the near future there will be a similar company who will do even better a job than us and focus on TOCFL and Taiwan Mandarin.

You can say it with 了 or without. If you add 了 you're slightly emphasizing that a change took place. However I suggest that you don't get too analytical about this, once you read more and practice more such subtlety will become evident.
