It is a well-known fact that the Vedas are only learnt Mukhatah (oral tradition ) . In the Matsya avatara the Rakshasa steals the Four Vedas and takes them and hides them in water ( The Samudra ) In what form the vedas were stolen and hidden in the oceans. Because the Vedas do not have any materialistic form to be carried. And Lord Vishnu takes the form of Matsya to retrieve and give them back to Brahma Deva. As Vedas are only heard ( shruta ) and not written, how did Vishnu could get them and carried them to Brahma ?

Interesting, however the discussion herein is in the context of vedic literatutre but your question refers the puranic literature which is relatively much recent and were obviously written in the contemporary spirit and style of storytelling. The Vedas were referred to as Shrutis becoz that was the mode in which they were revealed, it is also true that for the most part these independent suktas and ruchas were passed down orally. However, conservative estimates suggest that the vedas, as we concieve them in the current form, were written down at around 1200 BCE. As the puranas were obvioulsy written centuries later to this date, they saw Vedas as proper texts and not merely and oral tradition. The oral tradition by that time had been reduced to merely a form of pedagogy, but the written word was now used for preservation and transmission.

अग्नीमिले पुरोहितम....देवाना देविभि गमत। (Those who Kindle Agni within with faith, it brings the cessation of oblation bearer. Then he hears the words of truth, veda and goes tither with Gods) Why one would perform his own sacrifice? What will he get? Well this life is suffering and death of one do not end the being but goes on. So, the sacrificer will get moksha. Buddha gave new meaning to Veda, Path of Cessation (nirvana:fire goes out). Being or I being ceased and brakes the chain of birth and death.

Śrī Krishna said that word 2500 years before that, so it's really difficult to believe that an avatāra who descended to delude Asuras "gave new meaning to Veda".
