I would use the auto tile addon for the tile size. Also do render tests. I think 400 is to big for a 1070 i got a 1060ti and 256x256 shows the best result. The hybrid method in blender kinda sucks. Wish gpu would take over CPU tiles when GPU finishes earlier, sadly it doesn't and thus most of times doesn't really help
