I made a mistake and the welder I purchased is a scratch start TIG (multi purpose MIG and stick also) so I know Aluminum is out of the question. But can I still fab up some nice exhaust and bracket related things with a scratch start?

You sure can. It's not the preferred setup these days, but, it is still going to get the job done if you take the time to put in some practice on it. Definitely better than no welder 😎 Experiment with a few different ways to start the arc too, some guys use a copper scratch pad, others put the filler rod to the workpiece and then the tungsten to that to avoid contamination. Note we don't dive into that in the course material specifically if you end up taking it, but there is plenty of other info that will help you out once you're confident with that aspect 🧠 - Taz.

whats the difference between a gas lens collet vs gas lens cup?

Basically the shape. A collet creates more turbulence in the gas flow which can draw in oxygen, defeating the purpose of using shielding gas as well as arguably requring more flow for the same coverage since it's just spitting it out all over the show, comparatively. A lens does the same functional tasks, but by design does a better job of directing the gas. This allows a few things including the ability to have your tungsten sticking out a bit further which gives you better visibility - Taz
