Technically it could as long as it doesn't lose a drive wheel. Most front wheel drive cars, the passenger front will spin and the driver front won't, so if you lose the passenger front tire, most front wheel drive cars can't operate anyway, electric or gasoline.

That has a spindle mounted with upper and lower control arms and the rim wore down to the rotor, the rotor wore down to the lower ball joint,control arm and spindle and all those 'pieces' that flew out from under the truck just before it finally pulled over were the reflectors being peeled off of the asphalt on the breakdown lane by the flattened and heated frame of the truck and the truck never 'lost control' the entire time. The newscaster had no idea what he was talking about.
