Chris basically has infinite free time, but he's barely drawing anything. Just a reminder, a long time ago Chris said it takes about an hour to draw a comic page and half an hour to color it. Chris is more than just lazy.

Chris doesn't understand that when he's out in public he has no expectation of privacy whatsoever, so other people are perfectly within their rights to take video or photos of him and so long as hes not in a protected space like the interior of his home, a public convenience (like a bathroom stall at walmart), a store fitting room or a medical/legal professionals personal office/examination space) he can't do a damned thing about it. And the kicker is that if he does make a scene or harasses a business owner/manager for surveillance footage of someone taking a snap or video of him anywhere that's fully public he'll be the one who gets arrested for disorderly conduct/being a public nuisance.

There's no prohibition against filming or photographing others in public. The supreme court said as much back in the 80's when they ruled that shoplifters had no expectation of privacy when in public after a few of them challenged the legality of evidence gleaned from secret video surveillance being used against them in court.

It probably has something to do with chris trying to recover property of his that was either seized by the police as evidence or stuff that's still in police custody but is unrelated to the case itself (perhaps the stuff they found him with at the hotel) that was taken into custody as property of the accused upon arrest. I'm sure that the cops probably finessed him into cooperating by promising that they'd "make sure all his stuff was taken care of" when they arrested him, they probably collected personal effects like his clothing, toiletries and personal electronics (he did have his nintendo switch with him) but anything else that wasn't deemed "important personal effects" (like say his lego's and action figures) would've been left behind for the hotel to hold as "lost property" for 90 days before they could legally dispose of it. My bet is that he's attempting to recover those items because he thinks the cops actually had the time to waste carefully collecting his toys from the hotel room after they took him in, he probably looked at the police inventory of "items at the scene" and figured that because they seized some of his personal effects that means that everything got loaded into a big tote and is sitting in an evidence lockup somewhere just waiting for him to get it all back.
