Seth's show is constantly adding fake laughter on top of the studio audience to make it "funnier" aka "sweetening". And yes it is often totally uncalled for and overall really stupid.

Additionally, since I am one of those sad tourists who got stuffed on a bus to "watch a free taping of a TV show". Sometimes guests have scheduling conflicts and smaller shows like Seth's have to tape their segment at a different time and then edit it in later. Hence there is no audience at all for that guest and they kind of "need" fake laughs I guess. The show taping I watched had a guest magically appear on TV later whom I never saw that afternoon. No idea if this is the case here.
