If i were you i would report this to the sheriffs office as unreasonable search and seizure. He had no probable cause or a warrant to search your car. You didn't give him permission to search your car unless it got cut out of the video. Your rights were violated and you could probably get out of the fix it tickets easily because of it. Happy that you didn’t get anything else other than the tint, and plates, but the plates is questionable. You got temp tags so idk why you would get knocked for that honestly. As someone who delves into the Law Enforcement world, I could see why he brought what they call is a “roll by” meaning he needs a few extra officers on scene. When he saw you, and your homies, he called that in, not that I’m saying you and the homies would do anything, but it’s just a safety precaution for the Officer. I blame the “reporter” for everything because they could have said anything. As far as, you stepping out, again, safety precaution, if you look at what’s been going down in Cali, there has been a lot of armed robberies, thefts, grand theft auto, etc. so Officers in Cali have been on their toes. This honestly is the biggest reason I'm nervous about getting those particular mods for my car. I'd like a darker tint as well as changing the exhaust so that I could actually hear my GR86. I just don't know if I want to deal with Cali cops. Was already pulled over 3rd day of ownership going 69 on the freeway.
