What instrument do they use to make the wobble? I know it's not a wobble but is it a keyboard? What is it?

It's probably just a keyboard with an LFO (Low Frequency Oscillator). Also widely used in EDM to make wobwob sounds ;)

Canis Arctus While that IS what they currently use, during the Burst Apart/Undersea touring era, it was actually just an Ebowed guitar being used in conjunction with a tremolo pedal.
