If you get a small string of white lights and put them down first, securing them with tape or an adhesive that's safe; then put down your buildings; lastly use polyfiber fill and break apart pieces to cover the light strand. It will create the snowy village and provide soft light to see everything. My Aunt Shirley taught me that years ago.😀
