Yes, Chrollo's ability is stealing so the victim, of course, no longer has access to the stolen ability. The theft happens under strict conditions: (don't worry, this info wasn't added in the anime, it's only in the manga so it's not a spoiler) 1. Chrollo must witness the Nen ability in action with his eyes. 2. He must ask questions about Nen and be answered by the victim. 3. His victim's palm must touch the handprint on the cover of Bandit's Secret. (Chrollo's conjured book) 4. All of the above must be completed within one hour. 5. If the original owner dies, then Chrollo loses the stolen ability as it will vanished from the book. That's why he told the troupe not to touch the ambulance where Neon was in.

basically it they stay to locate kurapika half of the troupe will die. so they all agreed to leave. but if they all leave, they might scatter (last time they all gather is 2-3 years ago), hisoka faked his fortune to make them stay so he can fight the boss 😂. by doing this hisoka invalidates most of the troupe fortune. hisoka told kurapika the troupe's "faked deaths plan" to nudge kurapika to investigate and force a clash so that the troupe will remain in york new or keep the troupe focus on tracking kurapika n avenge uvo so that in the ensuing chaos he gets to fight chrollo. maybe idk lol
