Knowing the fact even by 2009 the majority of the Munch Jrs were pretty much gone from stores. And since at the time Department 18 still had one I guess they got lazy with his programming.

This is indeed the official data for Birthday 2009 you can compare it to videos of the 3-stage playing the 2009 birthday.
