The most (kinda) logic thing is that Miss Kettlewell somehow thinks that Andy was in the closet, hiding, even we saw her throwing Chucky in the closet and locks the closet door, and somehow she thinks Andy is in Closet. I guess she didn't bother to see the window opened, where Andy escaped and went back to the foster family home and didn't noticed it. I guess this is quite unusual...
