If the total number of ballots in the box matches with total number of turnouts in form 17, then PrO must have missed to sign the back of ballot paper. And if the mentioned sections permits to count it, then i think there is no problem.

It tallies with the form 17 which was provided to the polling agents of both parties at the end of the polling day. since there ballot papers which was not signed totaled to around 25-30 which could have been deciding votes as the votes were neck to neck, The issue was raised to the RO. Also it must be noted that the unsigned ballot papers included votes casted for both parties. When RO gave his validation for those unsigned ballot papers to be counted, POLLING AGENTS OF BOTH PARTIES AGREED!! There was no issue even after the result went in favour of NDPP. It was only after they stepped out of office gate that some nari tera people who could not accept defeat started agitating!
