No. Since the the United States government has separation of powers (like governments are supposed to have); the executive, legislative and judiciary are equal braches of government. Congress makes up the federal legislative. The CIA operates directly under the White House, which makes up the federal executive. The CIA works directly for the president, and answers to their cabinet. The whole point of the CIA is that it takes covert action. If Congress, which is made up of hundreds of people, knows about the CIA's actions it is no longer covert.
