I vote for Rome in this one. 1) Though greater numbers do not win a battle, they can help. 2) Spartans did not have the cavalry Romans did 3) The Hoplite formation is impenetrable at the front, but the Roman cohorts are flexible and more maneuverable which gives them a distinct advantage as shown in the Battle of Cynoscephalae. 4) Though 1 average Spartan warrior was generally tougher than 1 average Roman, the Roman way of fighting allowed them to work more as One Embodiment of war rather than continuous man to man. Spartan had this too of course, but again the formations' flexibility is what gives the Romans the upper hand here. 5) As Spartans had a belief that archers are 'cowardly', needless to say they were not famous for any archers. Whereas Romans exploited the skill of archery with extreme effectiveness. 6) The Romans had their famous/infamous Pilum, 2 per legionnaire, which they threw at their enemy with devastating effects to the first ranks; thus disrupting the orderly ranks somewhat of their enemies, which reduces the charge effectiveness greatly! Need I say more? ROMA VICTOR!
