His point is that the ministers who were talking about buying a bullet proof car did not properly state publicly that the car was meant only for catering International VVIP guests.. On the other hand, VVIP helicopters are managed by Nepal Army Brigade 11. The ruling party has made the Nepal Army weak with the fear of an Army coupe or any funny actions from Nepal Army. The helicopter that the ministers were talking about buying was a commercial aircraft not suitable for International VVIP guests because guests from big nations require helicopters that have special military and security equipment.
