Very common. This reference says 75% it is asymmetric, although I'll not that it depends on how asymmetric you are talking about. What is a duplicated V1 through V2 segments of the right vertebral artery with confluence at the V2-3 junction?

It just means that instead of one artery, you have two, and then they join together a little later. Like if a river started out as two rivers and then merged into one. This is pretty common and nothing to worry about.
