I think it reflects the lyrics of the song... in the chorus he sings about letting go, but in the verse it speaks about what 'I' have done. So it's about the contrast of working in our own strength(rowing) and letting go and let the current take you(and your boat) wherever God takes you. Looking at the shore is longing for that moment where this constant struggle of rowing and flowing ends. When this life ends we can step ashore and run freely with God.

If you notice, she has the hood on during the first part of the song. When she leaves the shore, the person on shore has the hood and the woman in the boat doesn't. I think it symbolizes leaving something behind and going back on your path as a changed person.
