Is there any way to do something like this with all the windows and stuff traditionally? I’m too broke to buy tones and stuff and I want to master traditional art.

Traditional art will require a ruler and a bunch of patience in drawing each of the squares for the windows as long as you can capture that same pattern which is also regularly done, digital art just gives some extra shortcuts :)
