I am an urbanist from Ukraine and I will try to explain some features of architecture that may not be very obvious. 1) Some houses are set back from the road more than others. This is not a mistake or miscalculation by the authors of this pack. In fact, Soviet architects and planners often deliberately placed houses along the street, not along a single line of the facade. This allowed them to gain a few square meters for a small park or simply landscaping. 2) Some houses may look as if they should be placed wall to wall. But the vast majority of residential buildings in socialist countries stand separately from each other (this does not make the work easier for those who want to zone the territory). And the absence of elements on two walls of the house is a simple saving, not only of money during construction, but also of heat, because extra windows are extra heat loss. Also, some houses during modernization in real life also lose windows and decoration elements on the sides, this allows by interior planning, and the house turns out to be more energy efficient. 3) Regarding colors. Given the monotony of architecture, its conditional grayness, many residents had a desire to paint everything in rainbow colors during the modernization of their houses. This may look cool in the game, but in reality it is, to put it mildly, not very beautiful. Private houses often still stand in such colors, at the request of the owner. Therefore, low-rise buildings at level 5 have these colors in the game. But high-rise buildings, although for a certain period they could exist with pink facades, investors and city authorities during reconstruction currently prefer calm colors, so the 3rd level of houses is multi-colored (this is conditionally their style in the 2000s), and the 5th lvl is more strict. 4)Adding floors has always been problematic due to government regulations, so often the added floor (one of them to be exact) is a "mansarde", because in that case it does not count as a floor and more floors can be built than the restrictions allow. 5)parking. it is still quite a problem in areas with buildings from the 50s - 80s. in the Soviet Union there were not so many cars, it was a luxury, not something common to have a car. And if someone did buy a car, it was so valuable that it was stored exclusively in garages (garage cooperatives, which are located on the edge of the district, usually along the railway). So there should not be much parking in the yards of such houses, somewhere 2-3 times less than by modern standards.

​@gerbalblaste haha yeah, I remember when I pointed that out everybody got defensive. I mean, it does depend on tbe asphalt, but 90% of the case its opposite. Nevermind that it should be 2 "tracks" per lane, more gradual and also much less definited in intersections/roundabouts

That disease control centre is beautiful and honestly just reinforces my belief that cities skylines should steal the regions idea from sims city where you can have multiple cities on a singular absolutely huge map where they can trade with each other and have connections and such. Having multiple tiers of government simulated would be really interesting

I really, really, really miss that. Tbh, I originally thought that CS2 might have the idea, but as a huge map, rather than the SimCity model. Hope that some game heads in that direction again in the future.

High residental are not wall 2 wall buildings. For example, here in Poland we have those big neighbourhoods with parks, alleys and parkings that goes between flats. Neighbourhood is like a small town in big city.

Btw, the wall to wall aspect, you will often see buildings that look like a block stand alone in eastern europe, or blocks of tall buildings that are wall to wall but not in a straight line etc... like a staircase kind idea.

yepp super normal also in every big city in Germany. In Stuttgart they also kinda most of the time leave a gap between wall to wall buildings. Never seen this before but it works visually. Around Mainz and Frankfurt you'll see prefabs from the 60s wall-to-walled with baroque-esque building from pre 19th century all the time, but usually with a drive-thru gate to reach the courtyard.

It's more that CPP has mistakenly considered the hip roof medium density buildings as being W2W. Only the gable roof are. Anything 2-deep medium residential is hip roof. 3u-deep are hip roof for W2W, EXCEPT for 5x3 and 6x3. 4u-deep is back to hip roof.

The gaps with the buildings appearing random are probably due to a mistake, but they're not at all unheard of at least here in hungary. As someone who grew up in a horrible grey panel building, I love this pack, and I like that you can't recolor the lvl1 ones. Colors for those buildings were "unlocked" in the early 2000s, and with that the all grey districts became colorful and more cheerful looking. What they're missing is the short-side road connection versions. Lots of cases the short parts are adjacent to the streets, and there are parks between buildings.

7:56 It is quite common and realistic to have buildings not lining up perfectly. Such is life, messy and all. But I understand that for a game which is an abstraction, it seems off.

I was looking forward to this one but I am a bit disappointed. The 3D modelling is great, and I know a lot of Eastern European cities have had bright paint jobs, but the colour feels very over-done here. It's not the fact that they are colourful, it's just that the saturation is too much. It feels cartoonish. I have been to Slovenia and Ukraine and the colours were not THAT intense. They're more pastel. Also, I've never seen so much purple in real life. Purple is a pretty rare colour on buildings. Also, we just need more grey concrete or white/cream ones. There's still a TON of those IRL. At this point I really think CO should make recolour a part of the default game and go back and update all the default buildings and region packs with proper standards for re-colouring. And that's another thing: Standards! The lack of standards when it comes to things like balancing, levelling-up, upgrades, colouring, positioning, sizing etc. is a problem. It's becoming more and more apparent with every region pack that the creators were given so much freedom that the end result is a hotch potch of standards from pack to pack. I get that each region has specific nuances that need to be considered, but things like building capacity and staffing levels need to be better controlled. I feel like CO isn't doing a thorough enough review of these packs before putting them out there, and maybe not instructing the creators properly on what standards to conform to, and they're just making it up as they go along. All in all, I like this pack, but I think the colours need toning down by like 10-20% and they need to do the rebalancing work you pointed out. It's also a shame there aren't more historic buildings for old city centres like Prague and Budapest. The French and German packs were great for that, but those are lacking here. Final thought: It's also a bit lacking on long/wide tower blocks that aren't so tall. The classic "commie blocks" that you see all over the place are often wider than they are tall. I don't see many of those here, which is a shame.

That lack of standards is really starting to show and become an issue with the creator packs. You can even tell within the same pack that all the creators involved weren't following the same guidelines with how some buildings will recolor, and some won't. Some assets look great while others, not so much. I first noticed this inconsistency in the Japan pack and it's _really_ noticeable in this one.

8:20 my thoughts on why this is are that the lower density, older, early 1900s eastern european building style is quite detached, there aren't often row homes or wall to wall buildings except in historical city centers, but as things get modernized, refurbished and so on, there could be buildings placed between these that might make then wall to wall buildings. I can't say this is definitely the reason but that's what I'm imagining. I do not understand however why there are those tiny gaps between even clearly wall to wall buildings, that is strange :D

I appreciate how the Low-Density Commercial buildings still look appropriate for an older city center instead of looking wildly different to buildings where folks live. This makes them perfect for blending into more developed areas instead of having to wait for High-Density Commercial zoning and playing whack-a-mole with skyscrapers until you get the height you want.

It's frustrating playing vanilla progression that lowcom means strip mall rather than, say, even just one-storey W2W shops that exist in European suburbs or American main streets. With the EE pack, you can literally start with a village using the lowres and lowcom assets, with the latter being the town centre.

I could see that. For a non-EE build, you can use re-color to change entire asset themes. I did this a couple episodes back in Segunda Beach. That, or you can remove all asset fences in Anarchy

love the lvl 1 buildings. The grunge and dirt actually makes the buildings look authentic and not so fake and plastic-y like all other buildings in the game

BTW the building level progression is the exact thing that actually happened. By the mid 80s most buildings in Eastern Block went into disrepair, looked gray, dirty and sketchy, cause people couldn't afford both materials or free time to maintain them. When the Eastern Block collapsed and some wealth appeared to counter that overwhelming grayness, everything was refurbished in striking colors. (mid 90s to early 2000s). Now the trends and wealth is more or less in line with the Western Countries they are refurbished again with much more reasonable colors schemes.

Honestly really like what all the region packs are doing, I honestly just kind of hope for more packs that provide an alternative for high density office zoning. Currently the choice feels to be between 1-floor bungalows, 40-floor highrises or a french district. A bit more variety and 3-5 floor buildings would go a very long way. Maybe even mixed use commercial & office.

@@skagenrora1236 I mentioned the French ones, though. Imo they don't mesh as well with other building styles, so more variation for that zone type would be neat. And as far as I'm aware the German pack didn't come with office growables.

Nice asset pack. Although, with so much color, I really wish they were more flexible when being re-colored, so we could make them more uniform in color or make them a little less vibrant. I think the high density res. buildings will look really good when grouped together in a complex.

Growing up in Poland, I love it so much. :) Massive and a great pack. Might make me to buy CS2 finally. :D The gaps between buildings are very common. Some of them are called "stalinkas" and they were built like this. Some of those super-small gaps are actually there in Warsaw too. One of the reasons the "thinnest building/house in the world" is in Warsaw tucked in one of those gaps. Even those that you say "are wall to wall" are not. They have flat sides, but they have windows on the end sides. They are just like this. :) Paradox should definitely balance those service buildings, though.

Jeśli budynek nie jest wall-wall to nie wiem czemu assety nie mają przynajmniej jednej komórki strefy buforowej po bokach. Tutaj panuje chaos. W jednej kategorii są budynki wall to wall i z oknami po bokach, i nie wiadomo jak zonowac. Autorzy packow też nie przeanalizowali jak te budynki się spawnują. A później wychodzi patodeweloperka gdzie okna między budynkami są w odległości pół metra xDDD Jeśli trzeba używać moda "plop the growables" żeby to miało ręce i nogi tzn. że już na poziomie projektu assetu został popełniony błąd.

About the gap between assets. They are extremely accurate. That’s actually how you get the world’s narrowest street in Prague. There are many occasions that buildings don’t match the size of their previous occupants. In Europe buildings last for 200-300 years and when they are to be renovated the construction laws city planning laws are completely different. The required pavement depths, the fire inspection laws, balcony depths. All these changes have caused such gaps and mismatches in building distances from the road side.

Regarding mixed res.... as someone from Northern England (not sure if this matters) I would fully expect it to look like a residential with a shopfront. That's what mixed res/commercial looks like everywhere I've ever lived or visited. Maybe things are different accros the pond? I feel like these packs seem to be pointing out just how different the Americas are to Europe. That's not a.bad thing, but it's great that Europe is getting more spoltight though, and the game isn't just made with an American flavour to it any more. Also, I would actually expect this same aesthetic, but have the upstairs "residential" be used as offices. A lot of old town houses in city centres are converted into mixed commercial/office space. It's very common to have commercial downstairs and office upstairs.

No - this is actually very similar to how it is here, too. And I would also like more variation in terms of the mix of uses (commercial/office, office/residential, etc) So I think they nail the aesthetic on those ones

"Eastern Europe" is huge. I'm also eastern European and a lot of our architecture was painted in various colors, most likely to distance them from the typical blok appearance. Although I have to agree, some colours seem too extreme.

Exactly, especially all of the smaller residential buildings are all like from some very specific UNESCO heritage Ukrainian village where they painted everything bright colors on purpose or something. They absolutely don't represent how the majority of eastern european small residential buildings look.

Some stuff the creator of the Disease Control Center said on the devblog: I came up with the idea for this building during the height of the COVID-19 pandemic in 2019. The Disease Control Center, as presented in the game, is one of the most inhumane representatives of the Brutalist architectural style. The actual building that inspired it houses an oncology center. Despite its grim facade, this structure embodies hope and healing-proving that what’s inside truly matters.

The ability to tell by a single look on buildings how an area is doing is the single biggest feature missing from OG Sim Cities series. It really made a gameplay much more fun.

As someone from New Zealand, some of these are very different but others feel very familiar. But the choices of lighting feel so deliberate and wonderful. I love the skyscrapers being very dimly lit. This is something very common in New Zealand. That as well as the low density residential being very dark is just wonderful to see

As soon as I saw the enormous disease control center… my eyes lit up lol I LOVE this asset!! 😬 the way the building is spread out in such a well thought out manner shows whoever made this definitely understands architecture 👍👍

Really appreciate that most of the wall-to-walls have enough detail on the sides to function standalone, that's my biggest gripe with some of the earlier asset packs that have completely blank white walls on the ends. I'm a big fan of this one tbh, nostalgic for when I lived in Poland during university, a lot of these buildings remind me of my time there; very authentic stuff. Grabbing this for sure.

TwoDollarTwenty already did a small build with the disaster response building. He did the opposite of what you suggested, building it in a small town as a catalyst to massive expansion.

Really great asset pack! But I do wish we’d have gotten some Metro stations, in reference to Moscow’s incredible metro system built during the height of the Soviet Union.

Yeah it's disappointing that metros were not considered. Frankly I wish we'd get vehicles with these packs, the old 81-717 Metrovagonmash Moscow metro rolling stock would've been great to see.

4:20 I love the variety in color on the buildings themselves, but I hate the fence coloring. I have never seen any sort of vibrancy in those in real life, so it really takes me out. Plus, some of the colors really are out there like others stated, especially the deep saturated blue. In general though, I‘ve never seen this much vibrancy in single family houses 8:18 that totally feels like something that happens. Weird shapes that grow out of buildings built at different times being joined together. My adhd brain digs the look, too! 10:35 I feel like just generally, wall-to-wall isn’t a prominent feature of Soviet design. There are some, but for the most part you should give the buildings a little more room and zone them in mindfully 29:30 I love how massive the building complex is, we really need more buildings on that scale. Or more ways to build cohesive campuses. In general I think the textures look very dingy and dirty, which really adds to my PTSD from seeing all of these buildings again, especially in Bend. Props to the creators for capturing the feel and the essence of an Eastern European city, god are they ugly and depressing 😭

Assets should just have at least 8 meters buffer on sides if they have windows on sides. It is just bad design if building windows are just 1 meter apart

Hi @cityplannerplays - regarding your comments about the medium density residential buildings not aligning in the front but extending wall-to-wall, I think this not a mistake but a touch of realism. Not all buildings line up perfectly in their front and height. I personally like the variation reflecting how buildings are developed by different owners and at different times.

Thanks for an amazing video Phil! Completely agree with you about the balancing issues. All of the asset packs could do with a small tweak or two. I don't know how hard it would be to implement but some kind of pipette tool for colouring buildings would be such a nice feature.

The level 5 low rent housing might not be a vibe everyone's looking for, but it does suit the building and feels very much like a city funded project to bring back the building's history on the outside while renovating the inside. It reminds me a lot of the buildings on Bangatan in Gothenburg (go have a look on street view) which due to neglect have become some of the cheapest (and worst) places to rent in the city, and due to the same neglect have a lot of their original features and looks still in use. Sweden may not be eastern Europe, but these older styles of city buildings are often very similar!

I could see that. I think my main issue is not with the asset itself, it's the lack of controls to stop the level, like we had in CS1. Really hoping a historical option makes its way back into the game, along with policies that limit building levels (kind of like the highrise ban in CS1 that prevented buildings from hitting level 5)

The low rent housing quarter at 38:00 is something that was present a lot in Minsk just some 20 years ago. Called "barracks" (because sometimes they were actually repurposed from barracks, or because of general lack of personal space, communal nature and lack of amenities) and with less decoration (frankly, none).

Thanks for the showcase, as usual excellent! That said it is going to be a pass for me. I was hoping that the low density would be numerous and strong. Instead again medium density gets the attention. I was surprised that for me the color sort of felt cclownish rather than interesting. So far the UK pack is still the best allowinng UK, German, and French vib cities to feel comfortable. Thanks again Phil!! Great job.

It is actually for a lot of buildings, wall to wall, very accurate that they don't have any windows on the side and only the front looks very nice with the fassade. Also the houses that are not fully aligned are probably even on purpose to give a row of houses a little bit of depth and it's also something I see in real life too 😊❤️

I think that they not to be build wall to wall. Even the old building that used to be wall to wall are now standing alone. It’s because their neighbors was destroyed during the war. Or some newer building was build which doesn’t fit. Eastern Europe is very eclectic when it comes to architecture. Not everything is aligned. On the other hand new housing blocks are often not wall to wall. It really depends. Check google street view anywhere in Poland outside of old towns.

The low-level residential assets may be my absolute favorite out of all the region packs. Neighborhoods that gradually improve but not drastically change as they level up are fantastic. ETA: the low-rent houses look very similar to Wisconsin’s (especially Milwaukee’s duplexes (two to four apartments per building, except that they’re also in medium and high rent areas like Eastpointe, West Allis, Wauwatosa, etc.).

Hello from Eastern Europe! Models in this pack look quite authentic to me; I've been able to spot the ones that look just like my house and both my grandparents' houses back in my hometown. Colors though.. they feel too vibrant. But maybe those are common somewhere else in the region, don't know, but not where I live

I love that disease control centre. I feel for my UK build I would only find some of the service and landmark buildings useable, but I'm glad there's more variety in the game and I can see other people getting a lot of use out of this region pack.

Please give me more colorless brutalist gigantic buildings and tall apartements with hundreds of small windows and dirty looking grey-heavy paintjobs that blends with snow. I want more of those! Its definitely something super unique and impossible to build wihtout this pack. I love it already.

That cylindrical building looked great by the harbor, I think you should keep it there! Also, that disease center building really is awesome, cool pack but some assets are definitely not as versatile.

As a Pole I hate almost everything about this pack, super disappointing to have all these Soviet era assets and almost no culturally significant assets. This is a Warsaw pact pack, not Eastern European pack 😢

Regarding the issue of most houses not being placed wall-to-wall: Back in Soviet times, building standards were set up so that each house would get enough sunlight from all sides. Because of that, most houses aren't placed according to the quarter system. This standard still exists in Russia, and that's why new houses are still being built pretty far apart. I think the developers of this assets were probably going for that scenario - where houses should be placed at a certain distance from each other. Regarding the color scheme: I saw a video from one of the developers where he mentioned that there were issues with placing colors because of the game engine, which is why they look so weird. PS The developers were inspired by different parts of Eastern Europe. They took something from Moscow, something from Belarus, etc.

I still wishes service upgrades had more options that slots you could fit so you could "chose your own adventure" and adapt each bulding to the needs of the community instead of ending up with all copies of fully upgraded buildings looking the same.

Some of the low rent housing reminds me of fraternity/sorority houses. If you placed them near your university with the right landscaping/decor I think that would fit well too.

Some great things in the region packs and some not so great things. It would be great to pick and choose. I find the more region packs you have the longer it takes for the game to boot up. .
