Honestly when was the last time we ever saw Cossack making any impact? Russia is always lagging late game, making cossack irrel. And in general Russia is just weak imo

It really depends how you play Russia and what strenghts are you focusing on. Its a very good all-around civ if played properly. If you look for example at Ben's gameplay in the CWC games. I believe you shouldn't focus as much on culture development/tourism if you cannot defend properly. IE, you have enemies close, you know you don't have enough science, you know you don't have time. This knowledge does come with a lot of experience
