Civil 3D 2018.1 - Reference Template Enhancements

since the data is referenced, if you share the drawing with someone else, do you have to send the reference files as well? Or is the reference saved inside the drawing?

It works like an xref. So if the template you are referencing is in a path that that person can see then it will stay attached and usable.
