But don't do it like they did. As you pour the concrete in you are supposed to rotate the scoop. With the 25 per layer it isn't supposed to go through that layer.

That is too much water for the slump. The mix proportion now needs to be adjusted to get a true slump that is desired for construction.

Usually each concrete truck must comes with a ticket from the plant with the mix ratio for that exact truck mix!

the testing lab didn't test it properly, he removed the cone abruptly.. i have read somewhere in american code if super plasticizer is used, the slump can b allowed upto 20cm for vertical members..
