I can imagine having the confederates maybe made out of Britain, Hungary, Poland and Greece since those are the only EU members that have in some way a negative attitude towards it (although, according to pew polls, the majority of people in Hungary and Poland are pro EU despite the political statements, Greece being the only other country besides UK with a pro EU minority) and maybe also the other non EU countries, except for the countries that want or are in the process of joining (like Turkey or Albania).
