He is the consumer for those services (not the wholesaler). He did not sell those services further to a retailer.

Wpi does not include indirect taxes, is written in ramesh Singh's Indian economy and so on Google. So I don't understand what's the point to make wpi closer to ppi ? I think if taxes would be included, it would make more sense to analyse cause of inflation... Please clarify
