Hi, is it okay to connect a secondary beam in a lapping or splicing zone? Example if you are lapping at .70m to connect steel bars, is it safe to connect a secondary beam rebar in that zone?

Sir, it is ok that beam joints pillar to pillar(column). But whether the exterior beam can joint in a column in one side and a part of other beam near another coloumn in other side to avoid beam running through middle or side of a room ? Kindly answer.
