As water is added in dry material to make it wet concrete and then placed in shuttering particles slides to readjust in pores and voids reducing the volume of it. ... 1.54 is multiplication factor for converting wet volume into dry volume

Nandz Orzales volume of one cement bag is 1.25cft so that he divided that amount with 1.25to get no. Of bags required.
