Why didn't you settle "Birmingham" on the sheep tile and then buy the tiles in brittany, normandie, picardie and flanders? You build encampments on the mainland. You can build the RN Dockyard in the seine estuary so you don't have to build it on the crabs in the thames estuary. Right now by settling north of the severn river (north of the sheep in wales) you are giving up the brittany tiles.

I think its supposed to be Holland and Zeeland, cant think of anything else it could represent. If its supposed to be Holland then Amsterdam is in the wrong spot, the place it is at now would likely be Utrecht or Zwolle in that case.
