My grandfather and my dad went to Mt St Helens in 1981 or 1982 (a few years after eruption, somewhere in there) and they were astounded by how there was absolutely nothing, no plant life, no animals, nothing left after that eruption except the landslide trees.

Is there a tracking function app I can download that I can use take away that scratchy stuff at the bottom of the video?

Tracking is an Analog feature. Now that the video in digital format to see it online it's affectively baked digitally and indifferent from any other text or the whole video as a whole. To have an app get rid of it you'd have to alter the digital copy from the Analog master copy to know what it looked like before the grain showed up on the original cassette. Impossible. Other video restoration is only possible with undamaged image frames. Without a pristine copy there is no digital solution. This stuff isn't magic.
