It's a glitch in the original RE2, but I don't know the specifics. Should be easy to Google.

In original RE2, there is a bug that allows you to fire invisible projectiles with the machine gun that still do full damage but don't cost any ammunition. The simple explanation is tap fire rather than hold it=firing free invisible bullets that don't cost machine gun ammo. There's a more detailed explanation of its restrictions and mechanics I can give for how it works but I don't think you were really interested in an in-depth explanation.
