They literally had a college of bashed in skulls at that outpost. Negan when leading the Saviors killed a crapton of ppl for extortion purposes. Saviors always killed people when they met new groups as a policy. Saviors killed Kingdom ppl, Hilltop people, wiped out library group people completely, and killed all males over age of 10 at Riverside. People like to use that outpost attack as an excuse to defend Negan/Savior's bs because they ignore or forget the details that lead up to it. Saviors at that outpost felt Hilltops supply drop was light so they killed 2 of the 5 Hilltop group that brought it, took a 3rd hostage (beat him to a pulp), and then sent a 4th (bro to the hostage) to his death in a failed assassination attempt on Gregory that Savior's demanded. Savior's would've killed more Hilltop people if they didn't get Gregory's head (Gregory might've also ratted out Ricks group to save his head as well...) Kingdom were failing their supply drops as well. Savior's were going to kill Kingdom for it but that Savior lieutenant stuck up for Ezekiel. Turns out 1/2 of everything isn't sustainable. I'm guessing this is why Negan was a gym teach and not a math teacher. The "survival" excuse doesn't work either as we've seen plenty of groups both in the main series/spin offs survive & thrive just fine w/o being murderous bandits. Do you think Negan would be working with Maggie at all if the roles were reversed & Maggie had smashed Lucille or Annie's head in front of him? I'd wager not as Negan has killed everyone that prevented him from getting medicine to Lucille and he killed everyone that attacked Annie.
