sir we said that for static fluid its free surface is normal to effective acceleration here according to definition for static fluid net force acting is 0 then why we say effective acceleration???

The fluid interface bounded by a gas is called free surface of the fluid........I hope it will help and u can also in general can take gas as atmospheric gas.....
