The Cleaners and Outcasts are very similar groups in terms of their origin, structure, weapons and technology, tactics and fighting style.
They each utilise an arsenal of homemade weapons, and mercilessly kill anyone and everyone who is against them...and both were born through tragedy their leaders faced after the death of loved ones.
But what would happen if they were pitted up against each other, and who would come out on top?

The Cleaners would wipe out the Outcasts quite ruthlessly. The Outcasts might be crafty but they're also crazily sloppy and often undisciplined too. Whereas the Cleaners work more efficiently and more like a hive-mind in that sense. To be honest, not much can stand up to repeated attempts at ruthlessly prejudice incineration, whether it be a structure or organic material for that matter.

Yeah, I get crazy can be an asset in a fight, but in a long-term sense, the cleaners goals would drive more and more people to their cause (should they come from a non-quarantine zone that would get them burned by them. The outcasts goal is to literally cause pain to anyone they cross and spread the green poison; plus with their members going around blowing themselves up, they’re methods and motivations will just drive more people to the cleaner ranks, while they’re number will decrease over time.

Honestly I think it just comes down to the outcasts mainly because I could see them just rigging up some dollar flu mortars and striking anywhere the cleaners are or just really anywhere or hell just plant a mole into the cleaners/have on suicide bomber with a suicide vest filled with the virus the cleaners may be able to clean it out but by then it would be too late too many cleaners or their gear would already be to far gone

Out of all the hostile factions I admire the cleaners most. All of the other factions seem to be after power or revenge. The Rikers and Outcasts seek revenge. The LMB, Black Tusk and True Sons seek power. The Rioters and Hyenas seek chaos. But the Cleaners have a purpose, they actually believe they are doing the right thing.

Oh man I hope that they just stick to the story and don't go way off the rails with their imagination. More people watch movies than play video games so if this movie becomes a hit it'll shed some light on this amazing story thus some people who watched the movie might get eager to try out the game therfore it might (I hope and pray) force the devs to work harder on producing higher quality and more diverse content at a much higher pace.

Always preferred the factions in The Division 1. They feel a lot more unique, not only from one another but from other factions in shooter games in general. The Cleaners are one of the best ones in my opinion. They're calculated, efficient, and ruthless in their actions, but their ultimate goal is to stop the spread of the virus. None of that excuses their actions, but nothing really captures this better than the "Ashes" short film. The guy with the clipboard still gives me chills.

My Clan and I were JUST talking about this so I love this video... While most were a toss up because they both have 'flame throwers' but I said the one thing that the Outcasts have that the Cleaners don't is suicide bombers that will run in and sacrifice themselves. Because of those people, I said that I thought the Outcasts had just a wee bit of an edge over the Cleaners. LOVE the video, as usual :D

I don't know about the suicide bombers, in the video it states that Cleaners' rushers are delusional and want to die as heros so I see one jumping on a suicide bomber, and the flame throwers are a big problem because they could accidentally make them blow up in their own force and cleaners seem more sane and more disapplin, though I will admit crazy is good so the outcast still have the slight edge

Yeah, I don’t agree with the idea of them being crazy being advantageous. Craziness and tactical risks are two different things. The cleaners could provide themselves with better infrastructure and being tradesmen, they could build not production facilities for their fuel and equipment, but also maintain a massive drill and redesign mate a fire truck as a massive flamethrower with wheels. The outcasts… but saws on RC cars.

I think that the Rikers and Outcasts would be a good match up. Both factions consist of escapees who wanna take revenge on those who they believe wronged them. While I honestly think these factions would never actually fight one another (and more likely would actively avoid one another instead) I do think a fight between them could be interesting to watch.

I like your explanation and I have no problem with it, but personally, I think the Cleaners would have won. Sure, like you said, the Outcasts’ “crazy” might give them the win, but crazy is more of a wild card, meaning it’s an unpredictable factor. Also, the Outcasts’ goal of revenge makes them look more antagonistic, which may discourage people from joining them. The Cleaners’s goal of destroying the virus sort of makes them look like the heroes, thus may encourage people to join them. And a while after Joe’s death, the Cleaners were lead by Vivian, a Rogue Division Agent. On the other hand, the Outcasts rarely have members with any military training.

I’ve always said that the outcast and the cleaners, are similar in a uncanny way and by that I mean by the brutal tactics that they use when they are encountered by division agents and other factions as well... they’re pretty much use the draconian solution when they kill.. I’ve also realized in the division2 that they pretty much just made the factions opposite from the first one.. but they have similar tactics that they use.. The Rikers and the hyenas they both do twisted shit which is similar to one another, i’ve also said that the black tusk it’s just a spoofed up Version of the LMB but with better technology.

I disagree with the outcasts winning. This is due to attrition in terms of numbers. The Cleaners have a far more sympathetic cause which allows for easy recruitment of new troops, meanwhile the Outcasts are limited to those trapped on their island as they view all outsiders as “the problem.”

Don't get me wrong, narrative wise I like both factions... however, Outcasts would probably win in a full on scenario, given the fact the cleaners rely on fire. Without fire, they aren't very much different than regular bandits. Outcasts are very focussed on intimidating their oponents by forcing them out of cover and have weaponised green poison, much larger influence to those shut away from the populace and as a result have many potential recruits at their disposal. Cleaners do not recruit from just anyone, they are ex-emergencey and ex-sanitation workers who have a common goal of eradicating a virus, that is spread out of control. This coupled with the cleaners lack of influence outside of New York and coincidentally Washington D.C (to a lesser extent), makes the cleaners stretched thin from the get go, simply because of their ideals and goals. Outcasts, as far as we know, do not have influence outside of D.C, but, its completely plausible that the Outcasts have influence in neighbouring States and cities because of their ideals and goals. E.g. season 2 introduced Hornet, who effectively took control of the Outcasts and was using using Aaron Keeners eclipse virus, which obviously means that outcasts really do not care as to whether they use the Green poison or Eclipse virus as they want to cause as much damage as possible. Even if the cleaners did somehow eradicate the Green poison, ultimately the Outcasts will switch to something else if the need arises. Not to mention, Outcasts have been witnessed working with Hyenas against True Sons, meaning that other factions have sympathies with them thus causing temporary alliances and more issues for the Cleaners in general. Those are just my personal views though. You're welcome to disagree.

I'd actually have to say that the cleaners would be the more likely winner in a long term battle base on the tatics of the Outcast. Plus while the Outcast have come to worship their leader the Cleaners on the other hand just regrouped and changed style of tatics to some degree. While the Outcast continue to do crazy and insane things murdering and spreading as much of the disease as possible the issue comes in numbers. While yes they can spread a disease, they wouldn't be able to do so heavily if their people are dead which leads to their recuritment issue. So that would mean the Cleaners would more likely win the long run since they have more people to recurit then the Outcast. This is a fun and interesting idea but you might wanna redo this video going into more detail about each faction and war tactics.

One thing I don’t get is why Keener sided with both these group even though they contrast each other’s goals. I feel this is where keener didn’t plan through: he sends one rogue agent to Washington with a weaponized virus and a battalion of cleaners, and another to Washington with the same virus to make a deal with the outcasts. What was his plan there? All it would achieve is infighting among his few trusted allies. Both factions could be useful to him: The cleaners make a good fighting force and could help reestablish some form of infrastructure after they’ve teared down the system; The outcasts have a similar anarchist mindset as him and could be easily swayed to his views, helping him rule his new world through fear; but he doesn’t pick a side of the coin, he flips it and sees what lands. Keener entrusted his most valuable weapon to someone who wants to destroy it and then sends them and an army to take out the same people he plans to side up with, who aren’t apposed to using it. I just think Keener could’ve planned that better.

However Keener’s plan was utilizing the Eclipse as a way to paint DC as a target for the Cleaners to burn down and also as a way to cause any further destabilization of DC as if the city wasn’t destabilized enough already.

I recently saw an brilliant fight between these factions. 3 Cleaner rushers and a flamethrower Tank taking out 2 outcast flamethrowers, two suicide bomber and two LMGs Surprisingly I dont have a clue how they were able to do it. Outcasts were beaten. The outcasts focused their power on the Tank guy and thanks to the suic9de bombers they managed to take it out. But the axe rushers just killed everyone that remained.

Something everyone seems to forget are the incursions/raids and the stuff there in here’s why I think the cleaners would wipe the floor with the outcasts dragon one, anyone who’s played through the dragons nest incursion can tell you dragon one was a fucking beast with the fire power to cleanse just about anything in its path and whilst it could be argued that if it could be lured into a cramped area without much room to manoeuvre it could be destroyed again I point at it’s debut where it more than held its own whilst immobile the outcasts have no real counter to this there Suicide bombers? Please there homemade bombs even at close range would do little more than morale damage and really I think we can all agree the cleaners are beyond that especially when you’re sealed in a great big nigh impervious metal box I think it’s self explanatory why their throwers wouldn’t do shit small arms fire was shown to be useless and so on even if we go on the assumption that it is stuck in the port transit terminal at the start of the battle I seriously doubt they would have the fire power to get past all the defences and the four horsemen let alone all the way to the basement until the finishing touches were applied and once it got going I think it is safe to say lights out for the outcasts oh and not to mention it’s called dragon “one” it’s safe to assume they intended to make more

Not necessarily, craziness doesn’t mean better in a fight, it could lead to them becoming more reckless. The cleaners are tradesmen who know how to keep the lights on, repurpose equipment and design their own weapons and vehicles beyond just strapping blades to RC cars. The cleaners have personal stakes, but they’re mainly driven to improve the state of their city and not just to get revenge, which makes them more appealing to anyone who wants to do the same (provided they can prove they’re not infected). The outcasts on the other hand are driven solely by emotion and they will literally kill anyone and everyone to satisfy their own grief. This makes it easy to find enemies to help undermine them, and makes them more reckless.

Well the Cleaners have Kajika and Conley. Two rogue agents with more military training bringing the faction well over the strength of the outcasts. With one being a literal spec ops soldier. And the other one being a chemical engineer. The outcasts have no special personal at their disposal to fight. Their charismatic leader Emelin Shaw wasnt a strong fighter. And against two rogue agents they cannot possibly win. Rogue shd tech is just to big of an edge. Combined with the alternative AI that the rogues have. I can clearly see the cleaners with the fight against the outcasts everytime.
