On Thursday, August 3, 2023, the City of Los Angeles Department of Public Works partnered with Clean Harbors Environmental Inc. to execute a comprehensive cleanup operation focused on addressing health and safety concerns within a significant homeless encampment located on Mildred Ave in Venice.
In an effort to ensure the wellbeing of both unhoused residents and the general public, the joint operation commenced with the City's police officers granting the unhoused individuals a 15-minute window to gather their belongings and vacate the premises. Anything remaining after this period was promptly disposed of.
Adhering rigorously to safety protocols, sanitation workers donned white hazardous materials suits throughout the operation. The cleanup was executed by two coordinated waste management teams. Initially, Clean Harbors Environmental Inc. meticulously sorted through the garbage, identifying and collecting hazardous materials. Subsequently, Los Angeles Public Works sanitation workers managed the collection of the remaining waste.
Notably, despite the enforcement of Ordinance 41.18, which prohibits sitting, lying, or sleeping in public places, as well as storing, using, maintaining, or placing personal property in the public right-of-way, no citations were issued during the cleanup operation at the Venice homeless encampment.
The successful cleanup initiative was further bolstered by support from the Los Angeles Homeless Services Authority (LAHSA), which provided crucial outreach services to assist unhoused individuals and address their needs.
To ensure safety and compliance, Los Angeles Police Officers remained present throughout the entire operation, underscoring the significance of cleanliness and hygiene in the area.
In summary, the collaborative endeavor between the City of Los Angeles Department of Public Works, Clean Harbors Environmental Inc., and other agencies exemplified an unwavering commitment to tackling the multifaceted issue of homelessness, all the while prioritizing public health and safety.

As with anti-shoplifting or anti-trespassing laws, ultimately most everyone & everything depends on the honor system. IOW, each person has to self-control him or herself - and be self-disciplined - in order to make up for the reality that in any nation there never will be enough cops, public officials, jurists & cleaning crews (or in-store security guards) to control things like rampant homeless encampments or brazen shoplifting. The honor system has collapsed in society.

The sad thing about this is that the authorities move on the homeless and clean up their mess. This is simply a rinse and repeat process that costs taxpayer money. Surely it would be financially more beneficial to tackle the root cause and actually help the homeless by providing basic accommodation and welfare support (I am not talking money, but help from organisations).

If you are familiar with this channel you will notice that, the "Unauthorized Tenants" will always have, among their possessions, a Store Cart, Buggy, Wagon or some similar device with wheels. They Roll away and Roll Back when authorities leave. It is quite FUNNY!

The medical staff is worse than a vietcong interrogator they assault your wounds strait up ram their fingers in open wounds and broken bones just to hear you scream. The guards are on salary anyway. Just how does it cost anything the lighting is skylights and the lowest wattage flourescents. They make 3 dollars per minute for phone and cut off your calls to make your families bill go up to thousands of dollars for multiple dropped calls. You don't have any idea what the hell your typing. I’m a 73 year old woman and could do more work than those men standing around watching the machine work. And they’re using light weight leaf rakes instead of heavy garden rakes. All the while getting paid tax payers’ dollars to do what should have taken 1/3 the time to accomplish. I am so glad I left California years ago when I saw what was happening there.

I remember growing up in my low income city. We had one homeless person running around sometimes two the most. They wouldn't disturb anyone or cause any trouble . Now residents can't walk around their neighborhood for fear of being attacked by a homeless person having an emotional episode. I should know a homeless lady pushed me into oncoming traffic one-day while I was walking to work for no reason. Luckily the driver had a chance to see me and hit his brakes missing my head by inches. It's one thing being homeless but attacking people and almost killing them is another.

They hunt thru dumpsters all night looking for things to sell to finance more drugs. Of course all they do is make a huge mess. Here in Vegas, we don't let them stay in one place for more than a day or so, them we come along with a loader and drop it in a dump truck. Gotta keep them on the move. They hate that so eventually they will move somewhere else.

I could understand a small tent or something like that but this whole scale of refuse and large piles of junk and debris is just intolerable. Right outside a nice looking residential apartment. The clean up should be a job for able bodied inmates serving very little time or community service order from court.

I don't recall who I was watching and said that a lawyer friend of theirs went to SF and said the homeless problem was bad. He determined that the continuation of the homeless problem was the fact that the people claiming to be able to solve the problem, all make $250,000 from money meant to solve the homeless problem. Pretty hard to be incentivized to solve a problem when you are making a well paid career out of it. Just keep telling the government every year, you need more money and time

Homelessness is a nationwide issue paired with mental illness. It’s also an issue of skyrocketing rent cost. So stop blaming one particular governor or party. Are you naive enough to think there is no homelessness in Alabama or Mississippi.

Just thinking there wouldn't be a homelessness issue if the citizens were to require their local governments to make it unlawful for vagrants to set up camps in the first place. Jail cells at least have lodging and three squares a day. Those given shelter would be required to participate in keeping the streets clean. A win win...

All grocery stores should be required to utilize the 'wheel locking' technology on their carts. (so that when the cart is pushed outside of the store's parking lot, the wheels kind of lock up and the cart becomes incredibly hard to move) Without shopping carts, the homeless would be less able to move from one place to another. Also, ppl living in houses need to stop 'dumping' their unwanted household items within the community -- so much of that stuff gets collected by homeless hoarders and adds to the problem!

@@brucecole3263 Grocery stores that lose carts to homeless ppl have to replace them (at considerable cost), so I'm sure they are already passing that replacement cost along to you & me. With the homeless population growing, I bet that more & more stores WILL buy into some kind of "electronic tether" as they continue to lose carts to the homeless.

Sad when a business has to pay extra to put wheel locking devices on carts if they break permiter parking lots. This should tell the normal brain cell there's something very wrong with our Society. what's causing this? Why?who? Some want to be homeless. Government turns there back to it. I work security for Burlington in NJ. We have cart locks on every shopping cart. There is a magnet under the rug and a mag lock on the front tire. The carts automatically lock up soon as the cart gets 6 inches from the door on all 3 sides. In the 13 months only one person tried to push the cart outside lol and even trying 4 times couldn't do it. Our loss in this store is DOWN .. we have door men / security and sensors on everything. The carts get locked. We get paid to be just like door men. We say 'HI lol lol .. we look around and deter and we have not many thefts. NJ I guess is good at this unlike the CRAP hole NYC and boros. I wouldn't live there anymore for free.

Meanwhile, the bearded, shirtless duck footed zombie scurrying around with the broom calmly loads the rest of the rat's nest into the rolling dumpster, moves out of the way as the work crew (homeless room service) cleans up the remainder of his mess, then simply re-occupies the same site later that day after the crew leaves. He rolls the dumpster back sets up his tent and resumes squatting. The city simply does a periodic house cleaning for him and then allows him back into his now clean nest. How convenient.

It amazes me! How long did it take to assemble the "belongings" in this location, and how many nights and days passed since the encampment was initially established? To watch the equipment remove everything thing with the dedicated on location removal along with manpower is amazing. Then think about how many such individual encampments exist in just this one general area and multiply it. And then wonder where all of the items originated from before being brought to this location.

The area of Venice, ca. is a vast sewer! The people in this video look like they could hold down a job and make money to live somewhere. I was a school police officer for over 20 years in L.A. Co. and were constantly telling homeless people to leave our schools and go somewhere else. Most of them were young ( none over 40y.o.a.)and perfectly able to work but chose to live for free on the street and become part of the problem with drugs, violence, prostitution, drug trafficking, etc. Mental illness was an overwhelming problem but the State, County, Cities don’t even try to help with the problem. What ever happened to the over 50 million dollars of help L.A. County had to help the homeless. Probably lining the pockets of “people in high places”.

The homeless camps aren’t small. They’re just showing one area of clean up. The homeless camps in California can go on for miles and miles. I used to live there and saw them firsthand. They live along the water overflow cement areas and set up their “homes” there. They even keep pets there! When I drove the freeways, seeing the enormity of the camps along the overflow was shocking! The scene could stop traffic! Craziness and too permissive of a state!

I feel like you can be homeless without making a mess like that. I lived in a tent ⛺ for 11/2years to prove I could do it and never made a mess. I also never got wet are cold 🥶 when I was at the tent 🎪 . I don't understand why homelessness needs to be a burden on society . You don't have to be an idiot or stupid to become homeless, but you have to have some serious issues to live in the messes these people are making camping. No one ever know that I technically was homeless when I was living in a tent ⛺. I firmly believe that the conditions that you live in is a different reflection of your mental health.

Get all tents and shelters OFF the streets and sidewalks. Make an area away from society for those that want that life. Offer help then the area for them and their drugs and lifestyle. My other commenters no city or town should ever let the situation get that far out of hand before they shut it down. I truly believe that if you've made a mess like that you should get held accountable for it. What I'm seeing is towns and cities have allowed people to get out of control no one should ever try ( are be allowed ) to live on the corner of street. I believe anyone can become homeless it's how you behave while you're homeless that makes a difference.

If the Government, States, Counties, all worked together to get the homeless off the streets. There wouldn't be encampments. Yea, it would take time to get them all off the streets. Private organizations can only do so much with the amount of money they get. With all of the empty warehouses around , fix them up into dorms or shelters , and rehabilitate them.

Funny how the guy filming is being told by the cop to move, but the guy littering the sidewalk while living on the sidewalk is being left alone. The homeless guy has been told many times by the city that they would be coming that day at that time so he had plenty of time to move his shit. All this while the female is sucking on a cigarette that she probably paid close to ten dollars for with money that came from the taxpayers. You can be homeless if you want to live that way but don't do it on city sidewalks outside of people's homes and businesses. I saw 5 stolen shopping carts and 3 bicycles at least of dubious origin...That cop telling the camera person to respect private property was hilarious! symbolic of why CA is such a loony toon state. I mean who in their right mind allows homeless to build sidewalk and parking space encampments! Shopping carts cost stores about $400 a pop and that bill goes directly into consumers prices at the store. It's a dumb and dumber state I guess!
