They're in Athkatla. In Baldur's Gate 2: Shadows of Amn (which is set roughly 100 years earlier than BG3), the city of Athkatla was home to a coven of vampires who were in an underworld war with the criminal organisation known as the Shadow Thieves. Some of the vampires were also rogues/assassins or posing as thieves.
