He was a Mexican prosecutor whose family was killed by a Cartel (Colombians, not Mexican - it was before the rise of the Mexican cartels). CIA recruited him, used that hatred of the cartels to turn him into a weapon. It was years ago, before the first Sicario - I'm guessing late eighties, early nineties.

It’s indicated that he worked for the Colombian cartel in order to kill those involved with his families death in Mexico, as well as helping establish one cartel again, which is also suggested to be through a cartel in Colombia.

Yeah, MW3 Remake story was too lukewarm and tried to redo the whole “Makarov threatening the world” type story, but it felt rushed. I think MW2 story made it more of a gripping and hardcore experience by adding that Sicario element to it, as MW3 didn’t have any element but a rehashed story that wasn’t strong enough.
