Wow... what a challenge. I'm sure each state's codes are different. We've had instances on our properties, and both of them had access/cleanouts located just outside. I don't know if it's a code violation to put a shower over the clean-outs... but it's not smart.

If they had another bathroom with a shower, I would redo the floor in this one but I wouldn't even bother with putting another standup shower stall in that area. I'd fix it so there was easy access to the plumbing underneath in that whole area there and leave out the shower.
