Correct me if I'm wrong but someone told me the sand used for building is actually extracted from neighboring Cambodia. Even the sand VN sold to SG for its land reclamation project was also from Cambodia.

During the 40's Saigon was crisscrossed by a vast network of canals with a population of only half a million and the French used to have a yearly canal drainage system that alleviated the flooding during the rainy season. Now Ho chi Minh city population is 9 millions with the canals littered with trashes.
