How did that play out for you? Just because small caps underperform doesn't mean they should outperform. Small caps are closely tied to the economic cycle. And it was clear way back in Q2 2021 that the cycle is in mid cycle and entering late cycle back then. No one in their right mind would be investing in small caps in a mid cycle let alone a late cycle.

Why are REITs bad news in a rising interest rate environment?

Interest rates negatively correlate with real estate prices. If interest rates go up, the cost to buy, upgrade, or refinance real estate goes up, therefore there is less money to buy said real estate. With rates at all time lows, buying REITs is only beneficial if (a) the REIT makes excellent rental or lease income, and (b) if the REIT is in the business of purchasing already distressed assets at a discount. Commercial REITs, depending on the geographic market, may be good or bad depending on the need for office space - REITs offering retail space are under pressure from online vendors like Amazon - but by and large as a sector, if rates begin to rise, REITs value will fall as the largest part of their NAV is the value of the underlying real estate. If the REIT already has a great yield, it doesn't matter what the NAV or ETF value is if you dont plan on selling it and just want to clip the yield. While the yield may rise if rates rise and the underlying real estate value falls, then you can just buy more of it, but it is key to look at a REIT that has a consistent payout to play that method.
