One problem is that agencies require employee car insurance, but they don't realize that personal insurance does nothing during work hours. We found this out by calling the insurance. It's only for driving to and from work on personal time, but not for driving clients during work hours.

Since your state is non regulated, I would suggest checking with your local police. Many offer discounts and or free to residents that may receive state assistance.
