Reception isn’t the issue you can call dial 999/112 Regardless. The problem with mobiles are they are not waterproof and can pinpoint the location.

That's not necessarily true. You don't need signal with YOUR provider to make an emergency service call, as long as there's another tower running any network service in range. If your phone can't communicate with any tower, no calls can be made, it is useless.
