How could this piece turn red?

So do you coat it red let it cool off then spray second coat of powder on ? new to powdercoating .

What are you using to put on that red? I've never seen this before.

@@StoneyBrownTV I’m actually vacuuming the uncured powder off and exposing the red that was previously applied.
